Medicalnews – Kepala BPOM Prof Taruna Ikrar menerbitkan Peraturan BPOM Nomor 19 Tahun 2024. Aturan ini mengatur pengawasan pangan berbasis produk rekayasa genetik (PRG). BPOM menyusun regulasi ini untuk menyesuaikan perkembangan ilmu pengetahuan, teknologi, dan hukum di bidang pangan.

Menambahkan Ketentuan Baru

Peraturan ini menggantikan aturan sebelumnya, yakni Peraturan BPOM Nomor 6 Tahun 2018. Aturan baru ini memuat ketentuan tentang persetujuan keamanan PRG, panduan pengkajian, pengeditan genom, label, dan mekanisme pengawasan. Juga menyusun mekanisme penanganan PRG yang terbukti membahayakan kesehatan.

BPOM menambahkan ketentuan baru, seperti syarat pengkajian PRG hasil persilangan konvensional dan pengeditan genom. BPOM merujuk substansi aturan ini pada Komisi Keamanan Hayati PRG (KKH PRG). Selain itu, BPOM mengatur keamanan pangan yang dihasilkan oleh mikroorganisme PRG.

Regulasi ini juga mengatur tentang alih kepemilikan atas persetujuan keamanan PRG dan skema penanganan jika ditemukan risiko kesehatan. BPOM melibatkan pakar, lembaga pemerintah, organisasi profesi, akademisi, pelaku usaha, dan organisasi konsumen dalam penyusunan regulasi ini. Rancangan aturan telah melalui konsultasi publik dan harmonisasi oleh Kementerian Hukum dan HAM.

BPOM menetapkan peraturan ini pada 18 November 2024 dan mengundangkannya pada 28 November 2024. Dalam pernyataannya, Prof Ikrar menegaskan bahwa pangan PRG wajib memperoleh persetujuan keamanan sebelum beredar. Penilaian mencakup aspek genetik, alergen, toksisitas, dan penggunaan gen penanda antibiotik.

BPOM juga merujuk pedoman internasional Codex CAC/GL-45-2003 dan regulasi dari negara lain seperti Jepang, Eropa, dan Australia. Sejak 2011 hingga Maret 2025, BPOM telah menerbitkan 78 persetujuan keamanan pangan PRG.

Produk tersebut meliputi kedelai, jagung, gandum, kanola, kapas, tebu, kentang, dan bahan baku pangan lain. Dengan regulasi baru ini, pemerintah berharap produsen pangan Indonesia dapat memanfaatkan teknologi rekayasa genetik untuk memperkuat ketahanan pangan nasional.
